HCM January CPU 2018 Updates Are Causing Regression Issues With Current Job CIs

Symptoms
When applying the January 2018 CPU Updates for Peoplesoft HCM 9.2 , Current Custom Component/Page to hire new Person Of Interest process which hire new employees are failing saying that user has no access. These processes were working previously without any issues and the January CPU 2018 updates are now creating an error specifically for Hires.
On further found that there is new Peoplecode added in Personal_data.Prebuild and Job_Data.PreBuild where it looks for row level security for user when going through Component Interface. In principle new hires will not have any rowlevel security for these hires since they don't exist in the Security Tables as yet.

The issue can be reproduced at will with the following steps:
Perform the following processes which hire employees through CIs
1) Add Contingent Worker
2) Add Person of Interest
3) Add new hires from Taleo
