Symptoms
Clicking on Employee Name in Names tab under Personal Details tile, throws below error-

HR_ATTACHMENTS.Attachment_Data.OnExecute Name:GetAttachmentLinks PCPC:5855 Statement:60Called from:HR_ATTACHMENT_FLU.Attachment_Fluid.OnExecute
Name:Attachment_Fluid Statement:13Called from:NAME_EDIT_SCF.Activate Statement:13
During the execution of SQL, an error occurred in the Exec subroutine. The preceding message should have described the SQL being executed.

The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service ->Personal Details Tile.Click on Names tab
