E-CLOUD : After Automated Upgrade of Cloud Manager from Image 5 to Image 6, the Cloud Manager Stops Functioning (Doc ID 2428386.1)

Symptoms

 On : 5.03 version, PeopleSoft Cloud Manager

ACTUAL BEHAVIOR 
---------------------
After upgrading a Cloud Manager (CM) 5.03 instance to version 6 using Cloud manager self update, the upgraded instance cannot provision any other environments. In addition, the Cloud Manager instance cannot perform any other tasks e.g. starting/stopping a running environment, deleting an environment etc. 

EXPECTED BEHAVIOR
-----------------------
The upgraded Cloud Manager instance should function normally and be able to provision any other environments, start/stop a running environment, delete an environment etc.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Login to the Cloud Manager as the Cloud Administrator CLADM

2. Use the Cloud Manager Self Update feature to upgrade the Cloud Manager to Image 6

3. Try to provision an environment

4. Observe that the Cloud Manager is not able to perform the provisioning task
