‘No Rows Exist for Specified Keys’ or ‘Error Finding Item’ Errors When Synchronizing JOBCODE Between HR and CS.

Symptoms
When attempting to synchronize a job code created in an HR environment with the CS environment, the following Subscription Contract Error Messages occur:
ERROR

- No rows exist for the specified keys. {JOBCODE} / No rows exist in the database with the specified keys.
- Error finding item {JOBCODE} / An error occurred while finding the item using the given keys.l Ensure that the definition of the underlying Component has not diverged from the Component Interface definition.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.) Create and save a new job code in HR. This triggers JOBCODE_SYNC.
2.) In CS, navigate to the Service Operations Monitor (PeopleTools > Integration Broker > Service Operations Monitor) and view errors for JOBCODE_SYNC.
