E-CLOUD: After Deploying a PeopleSoft Application on Compute Classic the URL http://oc-public-ip-address-using-hyphens.compute.oraclecloud.com:8000/ps/signon.html results in a Page Can't Be Found

PeopleSoft Application Deployed on Compute Classic is not working
After deploying PeopleSoft FSCM 9.2 Update Image 28 DEMO on Oracle Cloud compute instance using the following the instructions provide on the "Deploying PeopleSoft Applications on Oracle Cloud Infrastructure Compute Classic Instances" deployment guide
the cloud application could not be reached using the URL in the following format: http://oc-public-ip-address-using-hyphens.compute.oraclecloud.com:8000/ps/signon.html
The URL results in a page can't be found error. Note using SSH to get to the server the server using the private key works. however the URL is not working.
The using the URL format ( http://oc-public-ip-address-using-hyphens.compute.oraclecloud.com:8000/ps/signon.html ) should result in reaching the the cloud application
The issue can be reproduced at will with the following steps:
1. Deploy PeopleSoft FSCM 9.2 Update Image 28 DEMO on Oracle Cloud compute instance
2. Navigate to the cloud application using the URL with the format: http://oc-public-ip-address-using-hyphens.compute.oraclecloud.com:8000/ps/signon.html
