E-IB: In PT 8.56 Emoji Characters in SOAP Request Cause "SAXException occurred while parsing the SOAP Document" Error (Doc ID 2429526.1)

Symptoms

After PeopleTools upgrade from PT 8.54 to 8.56, messages with EMOJI characters in SOAP requests error out.

HTTP response:

Returning HttpStatusCode : 500

In Peopletools 8.54 there was no problem parsing the EMOJI characters
