Symptoms
Local NY P0023 is dropped when a change is made to Self Service W4
Would expect both P0001 and P0023 locals to be in Tax Data after change
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. choose an employee with P0001 and P0023 NY locals
2. Make a change in Self Service using W4s
3. Check entry in Tax Data after completion
4. Local p0023 has been dropped
The issue has the following business impact:
Due to this issue, users will not be paying the correct taxes
