PERSON_BASIC_SYNC Messages Are Getting Stuck on 'Started' Status and Timing Out (Doc ID 2431937.1)

PERSON_BASIC_SYNC messages are getting stuck on started status and timing out. Looking at the IB logs, the below error for these messages was found:

First operand of . is NULL, so cannot access member GetRecord. (180,236) PERSONAL_DATA.GBL.NAMES.RowDelete PCPC:259 Statement:1

The issue can be reproduced at will with the following steps:
1. Add/modify a person in CS to trigger Integration Broker message to HCM
2. Check the Service Operation Monitor in HR to see the status of the message
3. Check Integration Broker log to see above error
