E-DPK: DPK Install Fails Using Network LDAP Account - "usermod: user 'ldapuser1' does not exist in /etc/passwd" (Doc ID 2432561.1)

Symptoms

On : 8.56 version, Install and Packaging, all environments

When attempting to install a DPK,
the following error occurs.

ERROR
-----------------------
Error: Could not set gid on user[<LDAP_USER>]: Execution of '/sbin/usermod -g 999 <LDAP_USER>' returned 6: usermod: user '<LDAP_USER>' does not exist in /etc/passwd

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. /opt/puppetlabs/bin/puppet apply --confdir=/psft/psoft/dpk/puppet site.pp --debug --trace
