Symptoms
Split Distribution on Requisition causes SQL error
When attempting to save a requisition using a split distribution on a single requisition line the system encounters a PeopleCode SQL error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Requisition Approval with Sql in one step
2. create a requisition with 1 line amount only and save
3. Add one more distribution and save
4.Error

Due to this issue, users cannot create requisitions
