E-WL: PeopleSoft PIA Service Takes A Very Long Time To Shutdown Since WebLogic 12.1.3.0.0 Patch Set Update For July 2018 Was Applied (Doc ID 2433552.1)

Symptoms

After the WebLogic 12.1.3.0.0 Patch Set Update for July 2018 was applied, the PeopleSoft PIA service has been taking a very long time to shut down.

Ever since the WebLogic Patch Set Update that was released in July 2018 was applied, the PeopleSoft PIA Service takes an extremely long time to shutdown. The netstat -ao switch shows that the PID for WebLogic is still active, despite the PeopleSoft PIA Service showing that it is shut down.

Changes

 Found that MS Windows updates had been applied at the same time that they applied the July 2018 WebLogic Patch Set Update.
