PIA_INSTALL_FAIL message when creating PIA after Weblogic patch "WLS PATCH SET UPDATE 12.2.1.2.18071
After applying patch "WLS PATCH SET UPDATE 12.2.1.2.180717", then attempting to create a new domain (PIA for Peoplesoft), the process fails.
