On : 9 version, Academic Advisement Set Up

ACTUAL BEHAVIOR
---------------
A share set restriction set up to share two courses maximum between two requirement groups does not appear to share any courses.

EXPECTED BEHAVIOR
-----------------------
Expect up to two courses to be shared.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a course share set with a restriction requirement allowing up to two courses shared between a derived course list of used by requirement group 1 intersected with requirement group 2.
2. Navigate to Academic Advisement > Student Advisement > Request Advisement Report
3. Run the report and no courses are shared.
