Share Set Restriction Preventing Any Classes from Being Shared Between Requirement Groups

Symptoms
A share set restriction set up to share two courses maximum between two requirement groups does not appear to share any courses. It is expected that up to two courses to be shared.
The issue can be reproduced at will with the following steps:
1. Set up a course share set with a restriction requirement allowing up to two courses shared between a derived course list of used by requirement group 1 intersected with requirement group 2.
2. Navigate to Academic Advisement > Student Advisement > Request Advisement Report
3. Run the report and no courses are shared.
