Symptoms
On : 9.2 version, India GST
When attempting to ran the Billing extract process, the process failed with an error in the Location setup.
the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete the India GST setup.
2. Add one more effective dated row in location which is used in India GST.
3. Run the Billing extract process fails with an error.

The issue has the following business impact:
Due to this issue, users cannot successfully extract invoices to be posted.
