E-EOPC: Fluid Approval Tile Count does not Match the Number of Pending Items Listed when Tile is Accessed

Symptoms
With FSCM 9.2, Approver sees 10 as count on Approval Tile. Pending approvals show 8. There are 3 Expenses, 3 Purchase Card and 2 Requisition. SQL shows the Approver has 10 rows, 9 for Requisition and 1 for N_PCARD.
Expectation is that the Tile Count will correspond with same number and be for actual transactions pending.
The issue can be reproduced at will with the following steps:
1. Log in as Approver, view Approval Tile count.
2. Press Approval Tile
3. Observe that the transactions add up to 8, and are not from same Process IDs that this SQL shows
