PRCS: APPSRV.log File Created When Running Processes

The process scheduler creates an APPSRV.log file under the domain folder. The log file does not have a date on it (it doesn't rotate - it keeps growing), and the expectation is not to see an APPSRV.log file in the scheduler folders.
The log file contains AE messages that look like this:
?appsrv.7796 (-1) [2018-08-08T11:21:57.217](2) (PSAE): Default LogFence = 3
?appsrv.7796 (-1) [2018-08-08T11:21:59.224](-1) Debugging disabled. Communication failure during connect(): 0. (143,9)
?appsrv.7796 (-1) [2018-08-08T11:21:59.224](1) Debugging has been forcibly disabled do to a Configuration or Communication problem.
Can this logging be disabled from going into the APPSRV.log file for the scheduler?
