Check Eligibility Button not shown while editing cancelled leave

STEPS TO REPLICATE
--------------------------------
1) Login as employee whose EMPL_RCD = 0 job data with no pay system. and raise an Absence Request.
2) Go to View Request to edit the absence.
3) ‘Check Eligibility’ button doesn’t appears while raising leave request.

EXPECTED AND ACTUAL BEHAVIOR

Actual: The ‘Check Eligibility’ button doesn’t appears while raising leave request.

Expected:The ‘Check Eligibility’ button must be appears while raising leave request.
