Repackaging Incorrectly Calculates Remaining Fiscal Balance Resulting in Validation Edit 9102

Symptoms
When running mass repackaging, the system is not awarding the full amount available in an item type. It only awards a certain amount, and then fails validation for the remaining students with edit 9102 - zero remaining spending limits for item type.
The issue is not seen except in some instances when processing an item type with a limited fiscal remaining balance. The issue is also not seen in any packaging modes other than repackaging.
The issue can be reproduced at will with the following steps:
- Set up repackaging plan to increase an item type then validate entire package. Set Up SACR > Product Related > Financial Aid > Awards > Repackaging Plan > Repackaging Plan.
- Assign repackaging plan to a group of students. Financial Aid > Awards > Repackaging > Select Students to Repackage > Select Students for Repackaging; then Financial Aid > Awards > Repackaging > Assign Repackaging Plans > Assign Repackaging Plan.
- Run repackaging in simulation and review details. Financial Aid > Awards > Repackaging > Process Batch Repackaging > Repackage Students in Batch; then Financial Aid > Awards > Repackaging > View Batch Repackaging Details.
