GPESP: GPES_SS_CRA Ends With Error SQL.FETCH OBJECT ISN'T OPEN ON A SELECT (Doc ID 2437096.1)

On : 9.2 version, Legislative

ACTUAL BEHAVIOR
---------------
GPES_SS_CRA engine, sometimes ends with a "sql.fetch object isn't open on a select" error.

It was found that it happens with this two specific sqls: &SQL_CRA_RPT_RetroPeriods and &SQL_SEV_NOTIN_RETRO_EEs, and the reason is because they are created in the main engine code, and the fetch instructions were inside functions, and the found the sql's closed
