We have the following requirement for Tuition Calculation:
Initially, student has Full Course Fee of $1000 with GST (Goods and Services Tax) of $70;
One waiver given to this student (10%) and will apply to the $100 to the Course Fee $100 and $7 to the GST amount;
Remaining Balance: $900 and $63.

After this, student is eligible for another waiver, but this waiver is 70% of discounted fee, not based on the initial charge amount

To Summarize:
Full Course Fee: $1000
Full GST: $70
Discount (10%): $100
GST Discount: $7

Remaining amount after the discount: $900
Remaining GST after discount: $63

Second Waiver for 70% of 900: $630
GST Waiver for Second Waiver for 70% of $63: $44.10

Remaining amount after the subsidy: $270
Remaining GST after the subsidy: $18.90

Total Fee Payable: $288.9

How can the waivers used in this scenario be set up to have 10% discount will be deducted first then 70% waiver?
