E-AWE: Requisition Workflow Approval Creates An Error Notification When Step Is Skipped, How To Stop This Notification?

Symptoms
On : 8.53.04 version, FSCM 9.1 MP 11 Cumulative Approval Framework Workflow, using Requisitions.
The Approval Process Definition for Requisition is used. When there is no possible approver for the last step in a Path, and steps are skipped an additional error step is created, which is fine and sends out an email to the Requisition *Admin Role, which we do not want.
When the On Error Event is configured for Participant Admin, Channel None - The *Admin Role User who is not an Approver receives a 'Route for Approval' Email.
Expectation is that No notification go to the User with *Admin Role who is not an Approver in the Approval chain.
The issue can be reproduced at will with the following steps:
1. Requisition Definition has 2 paths
Amount Approval - has 4 steps.
Chartfield Approval has 1 step.
2. Requisition is submitted, and in Path 1, the 1st step is Skipped. The 2nd step is Approved, and the next two Steps are also Skipped.
3. At this point an adhoc error step is inserted in the 1st Path chain.
4. The Chartfield Path is approved by a user who also belongs to the *Admin Role.
