E-PRCS: In Process Monitor Processes Are Not Displayed In The Timezone Selected At Runtime (Doc ID 2443056.1)

Symptoms

Problem statement
------------------------------
Timezone displayed in Process Monitor under "Details" link are not in synch with the timezone selected at runtime.

REPLICATION STEPS
------------------------------
1. Login into PIA.
2. Navigate to PeopleTools > Process Scheduler > System Process Request.
3. Create a new run control.
4. Click "Run" button.
5. In the Process Scheduler Request page, Timezone will be blank.
Run Date: 04.09.2018
Run Time: 00:14:16
6. Select Time Zone = WET.
7. Select AEMINITEST App Engine process to run.
8. Click "OK" button to run the process.
9. Click on "Process Monitor" link.
10. After the status will go into "Success"/"Posted", click on "Details" link.
11. The dates and time will be displayed in PDT.
Request Created On: 04.09.2018 00:17:05 PDT
Run Anytime After: 03.09.2018 16:14:16 PDT
Began Process At: 04.09.2018 00:17:18 PDT
Ended Process At: 04.09.2018 00:17:33 PDT
