E-AS: Application Server Fails To Boot With Error 'dlopen in libpscompat failed for 'libpsora64.a' After Applying Quarterly AIX Security Patches (Doc ID 2446579.1)

On : 8.55 version, Application Server

When attempting to boot application server and process scheduler after applying the OS patches on AIX, the following error occurs.

PSAPPSRV.13697240 (0) [2018-09-11T07:02:06.345] - - - (1) GenMessageBox(200, 0, M): PS General SQL Routines: Missing or invalid version of SQL library libpsora64
PSAPPSRV.13697240 (0) [2018-09-11T07:02:06.357] - - - (1) GenMessageBox(0, 0, M): Database Signon: Could not sign on to database HRDESA with user PSADM.
PSAPPSRV.13697240 (0) [2018-09-11T07:02:06.357] - - - (0) Server failed to start
PSADMIN.2556042 (0) [2018-09-11T07:02:13.563] - - - (0) End boot attempt on domain HRDESA

dlopen in libpscompat failed for 'libpsora64.a':

0509-130 Symbol resolution failed for /opt/people/oracle/product/12.2.0/client_1/lib/ because:
0509-136   Symbol CreateIoCompletionPort (number 93) is not exported from
  dependent module /unix.
0509-136   Symbol GetQueuedCompletionStatus (number 94) is not exported from
  dependent module /unix.
0509-136   Symbol ReadFile (number 95) is not exported from
  dependent module /unix.
0509-136   Symbol WriteFile (number 96) is not exported from
  dependent module /unix.
0509-022 Cannot load module .
0509-026 System error: Cannot run a file that does not have a valid format.
0509-192 Examine .loader section symbols with the
'dump -Tv' command.
