When users navigate to various functionality, the following error occurs and app server crashes.

The issue can be reproduced at will with the following steps:
1. User navigates to Workforce Development > Performance Management > Performance Documents > View Documents (search for a document)

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
 - Due to this issue, Application Server crashes and must be rebooted which causes users to be unable to work until the Application Server is back up.
