ACTUAL BEHAVIOR

When creating an APT the weights of the course stays 1 instead of the value of the air
EXPECTED BEHAVIOR

For the weight to be displayed correctly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign a weight 3 in the AIR for Study Period for a course (navigation: Curriculum Management - Academic Item Registry - Academic Item Registry (AIR) - Item Details - Settings)
2. create APT and generate the first Year
3. Navigation: Records and Enrollment - Program Enrollment - Academic Progress Tracker - APT Items
4. Notice weights are incorrect
