Unable to edit the CAP rows in Asset Management User preferences ,.

The issue can be reproduced at will with the following steps:

1. Add a PO.
2. Copy receipt from PO.
3. Interface to AM.
4. NAD is created.
5. Create a voucher by copying receipt.
6. Interface to AM.
7. Create CAP rows
8. Set the user preferences to ALL.
9. View the review page.
