WEBCLOCK punches not reflecting correct TimeZone based on employee's TL EMPL DATA

EXPECTED BEHAVIOR

WEBCLOCK punches should be reflecting correct TimeZone based on employee's TL EMPL DATA

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change Time Zone for EE by adding new effective row in Time Reporter Data
2. Report Time thru WebClock
3. Check the Time on TL_RPTD_TIME
