E-SEC: Unable to Save Permission List, Page Hangs and the Processing Icon is Spinning until Timeout (Doc ID 2450725.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When a user tries to change access on a Permission List and then save, the page constantly processes and eventually times out. T

EXPECTED BEHAVIOR
-----------------------
User should be able to add/remove access to any Permission List without issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into PeopleSoft as an administrator
2. Navigate to PeopleTools -> Security -> Permissions and Roles -> Permission Lists
3. Open a Permission List
4. Navigate to the "Pages" tab and add access to a custom menu/component/page
5. Save
6. Notice the hanging on the page.
