AM: Lock Button Does Not Prevent Activity For Further Updates

Symptoms
On : 9 version, Student Records Additional Features
In IAM the Lock button locks IAM record for further updates. However, the record and the grades can be updated through AM Roster
This icon should lock the IAM and prevent any updates.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Naviagte to IAM
2) Lock an activity
3) Navigate to roster
4) Update activity
Records and Enrollment > Activity Manager ->Individual Activity Manager - record locked for update
Records and Enrollment > Activity Manager-> Activity Results Roster -> note record unlocked for update
