TL_TCDOUT sending 5 - 15x hours in the time_device_per_hrs_fullsync interface

When  sending data to KABA the time_device_per_hrs_fullsync is sending the hours multiplied by 5 or 15 times. For example a person who had 15.5 hours for the current period sends 232.5 hours (x15) in the time_device_per_hrs_fullsync message. Another example, person had 24 hrs but it sent 120 hours (x5). Everyone in the message had hours times by 5 or 15 and none of the hours were correct. The x5 were in a tcdgroup with 7 tcd's assigned. The x15 was in a tcdgroup with only 1 tcd assigned.
