Clicking Apply For Job On External Careers We Receive "Please Wait For The Initialization To Finish" (Doc ID 2453323.1)

Clicking Apply for Job on External Careers we receive "Please wait for the initialization to finish"  
The Component never populates the Activity Guide Apply for Job

For our External Careers site we are unable to Apply for Jobs.  When you click the Apply for Jobs Button it takes you to the Apply for Job page, however only the header is displaying and the Template Steps (Left) and Page Content spins with the message :
"Please wait for the initialization to finish."  and it just hangs there and never renders the page.  The internal careers in Self Service works fine.

ERROR

Please wait for the initialization to finish


When I click the Exit button after a half hour of it spinning, I get the following error:

HRS_COMMON.CMP_HRS_APP_SCHJOB.BUS.SearchController.onExecute name:viewJobPosting...


STEPS

The issue can be reproduced at will with the following steps:
1.When you click the Apply for Jobs Button it takes you to the Apply for Job page, however only the header is displaying and the Template Steps (Left) and Page Content spins with the message

Go to External Careers Site
Register as new Applicant
Click View All Jobs
Select a Job from the List
Click Apply for Job Button
