Courses are not Falling into the Fluid Course Alerts as Expected (Doc ID 2453934.1)

ACTUAL BEHAVIOR
---------------
When a student is registered for a course that's not used to satisfy any academic requirements where the drop deadline is in the future, the course is not displaying in the Course Alerts.

EXPECTED BEHAVIOR
-----------------------
It is expected that the course should appear on the Fluid Course Alerts page in self service.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Register a student for a course that is not included in their academic requirements.

2. Run the advisement report used for Fluid Course Alerts as specified on the Academic Institution 7 page.

3. Log into self service as the student and navigate to the Academic Progress fluid page.

4. No courses appear in the alerts.
