What is the purpose of Built-in Peoplecode function IsRCForFluidEnabled() and based on which environmental parameter this function is controlled to display true or False.
As per Dev. noted in the bug Bug 23292040 https://bug.oraclecorp.com/pls/bug/webbug_edit.edit_info_top?rptno=23292040 - RCF: AUTH SERVICE DOES NOT SUPPORT RELATED INFORMATION IN RIGHT FRAME

In case of Related Content the Authorization Service is always configured for
the Service. It is never for the Parent Component. That is the way it is
working. Jinu¿s observation on that mail was correct.

Authorization Service is not supported for the Parent Component of the
Related Content Service. It is always working configuring for the individual
service for all the features of the Related Content framework. So we are not
changing that.

So to do hide or unhide of the RI grouplet, Authorization Service can be
configured for the Content Reference associated with the individual Related
Content Service or Grouplet. Based on the grid, you can make it visible or
invisible.

Other option is configure Authorization Service only for one of the CREF
associated with one of the configured Related Content Service and write your
logic for hide and un-hide.

Decision Support in the Guided Self Service page is not getting displayed due to this built-in function. Would like to know based on which environmental parameter this function is controlled to display true or False.
