Dead lock issue after upgrade from PeopleSoft 9.1 to 9.2 PUM 24

Customer is experiencing dead lock on the database as soon as the user try to insert a row to PS_PERSONAL_DATA.

No dead lock error message on the database alert log.

The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service>Personal Information
2. Try to Update address and get spinning wheel.
3. On the database there is a deadlock

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are unable to update addresses through Self service.
