Fluid Course Catalog Data Not Being Indexed

Ran the Course Index PreProcess succcessfully, however the Course Index Full Build process is not indexing any courses. The process runs to success but there are no courses returned in the Fluid Browse Course Catalog search results.

Starting program PTSF_GENFEED (35,36)
Initiating document indexing (262,2001)
No new documents to index (262,2008)
Total documents processed is 0 and Total rows processed 0 (262,3097)

The issue can be reproduced at will with the following steps:
1. Navigate to Curriculum Management > Fluid Browse Course Catalog > Course Index Pre Process and run the preprocess to select the courses to index.
2. Select Course Index Full Build and run the process. It will run to success.
3. Log into self service and navigate to the Manage Classes tile and click on Browse Course Catalog and search and there will be no results.
