In PeopleSoft Enterprise Campus Solutions Release 9.0, development environment, when a user attempts to generate add a student name circumflex with underdot (ặ) and changed to the question (?).

The issue can be reproduced at will with the following steps:
1. Main Menu > Campus Community > Personal Information > Biographical > Names
2. Add Person Data
3. Save
