E-PORTAL: Link from iHub on PT 8.56 to CP on PT8.55 causes error "You are not Authorized (40,20)" error when Creating Label (for Page Title) (Doc ID 2458901.1)

Symptoms

PT 8.56 Portal to content provider on PT 8.55


When clicking on a link form the portal to a content provider the user gets the following error:  

ERROR:

You are not authorized (40,20)

Unencode referrer URL was causing Auth Error and Error Creating Label (for page title) because it was creating a src URL in the (hidden) iFrame with id="ptremotedatagetter" that was escaped, and looked like this:
   https://server.xxx.com/psc/site/EMPLOYEE/node/ptgetremotedata?d=dev.cu.edu&postFunction=postBackHistoryMessage

When the browser tried to load it, it didn't recognize it as a valid URL, so it appended it to the the current portal URL, and ended up trying to load this:
 https://server.xxx.com/psc/site/EMPLOYEE/node/c/ https://server.xxx.com/psc/site/EMPLOYEE/node/ptgetremotedata?d=dev.cu.edu&postFunction=postBackHistoryMessage
