Symptoms

On : CS 9 or 9.2

ACTUAL BEHAVIOR
---------------
When running Pell disbursements for a particular aid year, such as 2019, some students end up with a disbursement outbound error, but there is no indication in the disbursement messages what the error is.

EXPECTED BEHAVIOR
-----------------------
Disbursement messages should show details of the error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Originate Pell for student(s)
2. Run Pell Out for the student(s)
3. Identify students with a disbursement outbound error
4. Review disbursement messages

WHAT IS WORKING
-----------------------
The issue occurs for all students in the one aid year, but previous aid years may be working correctly.
