E-FLUID : %UserId Html-meta Variable Isn't Displaying The Correct User (Doc ID 2461812.1)

Symptoms

ACTUAL BEHAVIOR
---------------
%UserID html-meta variable isn't displaying logged in userid and instead displays the userid that logged in first to the environment.
EXPECTED BEHAVIOR
-----------------------
The logged in userid should be displayed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Update custom  javascript and upload to branding objects with DbName and %UserId meta variables.
2. BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users can be confused that somebody else's user name is being displayed.
