Symptoms
PeopleSoft PIA won't listen on SSL Port.
Customer has setup the SSL certificate and put them in the pskey manager, WebLogic log shows PIA should listen on SSL port but the server is not listening on that port.

The issue can be reproduced at will with the following steps:
1. After adding the certificate, receiving error in the stdout.

Due to this issue, we are unable to limit access to HTTPS.
