No Matching Values Found Message on Search Page for Loan Components (Doc ID 2464452.1)

Symptoms

On : CS 9 or 9.2

ACTUAL BEHAVIOR
---------------
When attempting to access the View Loan processing Actions and Manage Direct Loan Application components for a particular student, the search page fails to pull up the record,  with the message that "no matching values were found".

EXPECTED BEHAVIOR
-----------------------
Student should come up as they have been processed and the underlying data is verified to exist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to either component
2. Enter id, institution and aid year
3.Click search

WHAT IS WORKING
---------------------------
The issue is only seen to affect one student, and all other student records are able to be accessed normally on the components. Also, the problem student is able to be pulled up on all other Financial Aid components, such as Financial Aid Term, etc.
