Symptoms

Custom(ized) Rule flag was not set when new step is added to the Rule.

STEPS
-----------------------
1. Navigate to Set Up HCM > Product Related > Rules and Workgroups > Template Built Rules
2. Create a new rule using Template560
3. Add a new rule step, compile and save the rule
