Users Getting Error "No Cross Plan Type Found" after Submitting Elections for Open Enrollment in Self Service (Doc ID 2466865.1)

Symptoms

No cross plan validation information is set up on the Benefit Program for the Health Savings Account (HSA).The Event Rule used for the HSA Plan Type is set to Ignore Plan for Open Enrollment. as enrollments are handled by administrators directly on the Base Benefits enrollment page and is not included in the Open Enrollment Self Service pages.  In spite of this, the following error occurs when employees who currently have an election to contribute to the HSA submit their elections through Self Service Benefits Enrollment:

STEPS
-----------------------
1. Log in as an employee who currently has an enrollment in the Health Savings Account.
2. Navigate to Self Service Benefits Enrollment for Open Enrollment (Navigation: Self Service > Benefits > Benefits Enrollment).
3. Open Event.
4. Click Submit button.
