EAP9.1: Brazil Localization - Bank Payment File Generated Incorrectly When Interests Are Removed (Doc ID 2467756.1)

On : 9.1 version, Paycycle/ ACH/EFT Processing

ACTUAL BEHAVIOR
---------------
Bank file payment with interest removed is generated incorrectly.

When a voucher is paid with interest, the payment is cancelled and interest is removed, the 2nd payment is still sent with interest.

EXPECTED BEHAVIOR
-----------------------
After cancelling the first payment and interest is removed, second payment should not have interest amount sent to the bank.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. On the Accounting Entry Template. for Fines and Interests, populate the necessary chartfields
2. Create a Voucher and set Fines and Interest
3. Post the Voucher
4. Calculate the Fines and Interest
5. Pay the Voucher
6. Run Payment Posting
7. Cancel payment (run void - reissue)
8. Remove interest
9. Pay again
7. Check the accounting entries -- note that even though interest is deleted, they are still there.  Once removed, the Interest is still there, when 2nd payment was sent to the bank, the amount paid is with interest, but the payment in Peoplesoft does not reflect this

Due to this issue, payment with interest is sent to bank., which is incorrect and bank is overpaid.
