Symptoms

GSS Transfer with Pay transaction is not updating Job Compensation data when the setup is defined to use only a single Action. 


The issue can be replicated with the following steps:

The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HCM > Common Definitions > Guided Self Service > Transaction Configuration

2. Search for the HR_TRANSFER_PAY transaction. Change the setup on the  Questionnaire tab to only use one Action code. For example, use the 'Transfer' action on all rows.

3. Submit and approve a GSS Transfer transaction for an employee with compensation changes.
