Text Catalog Updates Are Not Rendered As HTML Format on Candidate Gateway Attachment Step

Updates on the Maintain Text Catalog page to the HRAM_FLATT_PT01 text catalog value are not properly rendered to applicants using Candidate Gateway.
Issues in rendering include:
-varying lengths of text displaying on different devices
-HTML formatting being visible as tags instead of rendering as formatted text
-Text within HTML tags not displaying

Expect limitation of characters in the Text catalog such that rendering is same on all devices.
Expect HTML tags not to be shown but only the format reslt
Expect visibility of text within HTML tags
