ACTUAL BEHAVIOR
---------------
Grants Proposal Component Approval was set up to use a specific department (Non-monetary condition) as the only criteria. However, approval workflow sends the worklist item to the approver even though the condition is not met. It seems the criteria are ignored.


EXPECTED BEHAVIOR
-----------------------
Approval workflow should only be generated for proposals only as per the critieria specified.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a Non-monetary condition on the proposal component approval setup. Simple non monetary condition of "Reference Award Number" - 10000 has been used for testing. Can you any field on GM_PROPOSAL and put any non monetary condition for testing.
2. Create a Proposal with the Reference Award Number as '12345' not mentioned in the condition. Click start approval process by pressing the button on the Proposal page or update the proposal status to 'Pending Approval'
3. The expected behavior is that it should not trigger the proposal workflow as the Reference Award Number of '12345' is '10000' (Condition not met). Even if the condition is not met the workflow triggers which is incorrect
