Navigator Maps not working after PeopleTools 8.55 upgrade

Problem Description
---------------------------------------------------
This is related to the Peoplesoft Navigator process.
When we click on the 'Worklist -> Navigator link' it signs you out without any errors in the server log.
Expected functionality would be to open the page with a message 'No Business Process definitions found' since there are no delivered business process definitions.
