When attempting to install a PeopleSoft environment using the PeopleSoft Update Manager (PUM) Deployment Package (DPK) method, the following error is occurring.
ERROR : Wrong number  of PeopleSoft PeopleTools Server DPK zip file(s) found, required 
The issue can be reproduced at will with the following steps:
1. Download the PUM Image DPK files and PeopleTools Patch DPK files to the same DPK_INSTALL directory.
2. Extract zip file 1 of 4 from the PT Patch DPK files.
3. Run psft-dpk-setup.bat from the DPK_INSTALL\setup folder.
4. DPK script starts, but errors out validating the PSFT PT Server DPK files.
