The System Should Not Allow Expenses Incurred After The Work Order End Date To Be Submitted Against. (Doc ID 2473560.1)

Users were able to submit the expenses against the closed workorder beyond the actual end date.However as per peoplebook ,
“Time, progress, and expenses cannot be logged past the projected end date of a released work order or the actual end date of a closed, cancelled, or terminated work order. After a work order is finalized, a service provider or service coordinator can no longer log time, progress, or expenses against it”.

 system should not allow expenses incurred after the work order end date to be submitted against.

The issue can be reproduced at will with the following steps:
1. Create a work order and release.
2. close work order with actauls end date as yesterday
3. Create expense report for today,system allows to create expense even after actual close date.

The issue has the following business impact:
Due to this issue, users were able to create expense report even after actual close date of the project
